D. Wade Brown, SR/WA, R/W-RAC, R/W-NAC
President / CEO

Mr. Brown is the firm\'s CEO and is responsible for oversight of all operations undertaken by American Acquisition Group. He has 18 years experience in the right of way/eminent domain field and is qualified as an Acquisition/Relocation Project Manager for Department\'s of Transportation throughout the nation, with particular experience in Florida, Texas, Virginia, Illinois, Georgia and Alabama, as well as local municipalities throughout Florida. A licensed Florida Real Estate Broker (BK588837) Licensed Texas Real Estate Broker (0519458), Licensed Alabama Real Estate Broker (94881-0), Licensed North Carolina Real Estate Broker (270085), and State Certified General Real Estate Appraiser (RZ3191) in the State of Florida, he is qualified to perform and manage residential and commercial relocation activities under CFR 49, Part 24 (The Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended). Mr. Brown is a senior member of the IRWA, certified in Relocation Assistance and Negotiation Acquisitions by the IRWA, Associate Member of the Appraisal Institute and current Vice Chairman of the Right of Way Consultants Council, a national organization.

Robert Matthew Riggs
Principal / Project Manager

Mr. Riggs is a Managing Partner of the firm and licensed Florida Real Estate Salesperson with over 10 years experience in the private sector. He performs as a title researcher, loan originator, and closing agent for the firm in addition to his right-of-way responsibilities. His experience includes acquisition and relocation on projects with the City of Tampa, Florida Department of Transportation in Districts I, II, III and VII, Manatee County, Florida and Martin County, Florida and the Texas Department of Transportation as a relocation specialist. Mr. Riggs oversees all projects for the firm in Polk County, Florida.

William C. Miller
Executive Vice President

Mr. Miller is the firm's Executive Vice President. He has over 28 years experience in the right of way industry, both in the public and private sector. Mr. Miller has served as a Program/Project Manager for projects in Georgia, South Carolina, Kentucky, Alabama, Massachusetts, New Jersey, and Virginia, and, is qualified as a Project Manager in numerous other states. His experience, besides management of large and small right of way projects, includes acquisition/negotiations, appraisal, relocation, property management and eminent domain support, as well as, the review functions of each of these disciplines. Most recently, Mr. Miller served as the Program Manager for the nationally known and recognized Woodrow Wilson Bridge Project, in the Metropolitan Washington D.C. area, which required the relocation of over 500 residential and business displacements, and, the right of way for this project was completed ahead of time and under budget. In recognition of his efforts, Mr. Miller was presented the FHWA's Excellence in Right of Way Award in recognition of innovations in acquisition and relocation that enhanced the right of way professionals' ability to meet the challenges associated with this project. Mr. Miller is currently serving in-house at Florida's Turnpike Enterprise in Management for the Right of Way Division.

Victor J. Scodius, ASA, SR/WA
Chief Appraiser

Mr. Scodius State Certified General Appraiser (RZ 0000652) and serves as Chief Appraiser. He has 35 years of management experience in both land acquisition and appraisal. During that time, he was employed for 20 years by the Federal Highway Administration as a Right-of-Way officer and for 6 years as Officer-In-Charge of the Right of Way section of the Georgia Division Office. Mr. Scodius is well-versed in negotiation, residential and business relocation, condemnation procedures, and he is an expert witness for testimony.

Mark E. Amos
Texas Regional Manager

Mr. Amos is a Regional Manager for the firm and is responsible for oversight of all projects undertaken by American Acquisition Group in Texas. He has over 19 years of right of way experience, all of which were with the Florida Department of Transportation, District 7 where he served as Assistant Right of Way Manager in charge of production. His experience includes managing right-of-way projects, ensuring that property acquisition, relocation, and property management required for construction projects is performed according to applicable federal and state statutes and regulations, most notably the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended. In addition, Mr. Amos served as client for the FDOT in trials and mediations encompassing such highlighted projects as the expansion of the I-275 and I-4 interstate system through Tampa, Florida. This expansion included the acquisition of nearly 900 parcels and 1000 displacees. He is s a licensed Real Estate Sales Associate in Florida and Texas.

Pamela V. Barrett, SR/WA, R/W-RAC
Sr Acquisition/Relocation Agent, Suit Coordinator

Ms. Barrett is a licensed Florida Real Estate Broker, Texas Real Estate Broker and commissioned Notary Public. She has over 10 years of real estate experience with the past 8 years having been dedicated to the field of right-of-way. Ms. Barrett has worked for the Florida Department of Transportation (FDOT), District Seven, and has performed consulting services for several FDOT districts, cities, counties and municipalities throughout the state. Her experience includes title searches, appraisal review, fee and easement negotiations and acquisition, and property closings. Other duties include acquisition administration, residential and commercial relocation, lawsuit pleadings and summonses preparation, suit filing and deposits as well as coordination of Order of Taking dates and scheduling. Ms. Barrett is a member of the National Association of Realtors and certified in relocation assistance (R/W-RAC) by the International Right-of-Way Association along with earning the highest designation of SR/WA.

Steve G. Daniels, SR/WA
Project Mgt, Sr Acquisition/Relocation Agent

Mr. Daniels is a licensed Real Estate Salesperson with 21 years experience in residential and commercial sales in Florida. His expertise includes right-of-way negotiations, acquisition, and relocation. Mr. Daniels has worked on several projects throughout the state with the most recent being 40th Street project for the City of Tampa, the Interstate 275/I-4 Interchange project for FDOT District VII, the Interstate 275 project for FDOT District VII, and the Clearwater Memorial Bridge project. Along with his normal duties, Mr. Daniels assists with cost estimate projections, property management, and real estate closings.

Richard E. Sliz
Project Management

Mr. Sliz is a licensed Real Estate Salesperson with 32 years experience in the right of way, eminent domain field, with Pasco County Florida Government. Prior to his retirement from the County, Mr. Sliz was Real Estate Manager for the past 23 years. Mr. Sliz’s experience includes planning, directing and coordinating all real property acquisitions and disposal of surplus properties, and is knowledgeable of managing federally funded right-of-way projects in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended in conjunction with the applicable rules, regulations, and guidelines of major condemning authorities. Mr. Sliz is uniquely qualified to manage any right-of-way project.

Jeff Sterman
Litigation Project Manager

Mr. Sterman is a licensed Florida Real Estate Salesperson with over 8 years of experience in the right-of-way field as an acquisition / relocation agent. He is currently serving as the in-house Litigation Project Manager for the FDOT, District VII Eminent Domain legal staff. He is responsible for pre-filing review of all condemnation lawsuits in District VII and is responsible for the coordination and scheduling of court dates for all cases filed within the District.

Pamela L. Taylor, SR/WA, RW-RAC
Project Manager, Sr Acquisition/Relocation Agent

Ms. Taylor is a licensed Florida Real Estate Broker with over 23 years of right-of-way acquisition, relocation and property management, suit preparation and cost estimation experience. Her knowledge and experience with implementing the Uniform Relocation and Acquisition Policies Act of 1970, as amended, CFR 49 Part 24, as well as other federal and state guidelines, has enabled her to ensure compliance with these requirements and provide quality assurance. She has considerable hands on experience in many disciplines. However, her strong relocation background the reason she is considered a relocation expert. She serves as Project Manager for two of our Florida districtwide contracts (District IV and VII) and is Relocation Project Manager for our Alabama projects.

K. Mitchell Caldwell, MAI
Senior Appraiser

Mr. Caldwell is a 2nd generation real estate appraiser (State-Certified General Real Estate Appraiser RZ0000305 and MAI certificate No. 7992) with over 20 years of appraisal experience and narrative writing skills encompassing right-of-way condemnation, mortgage loan, estate tax, casualty damage, and acquisition. Mr. Caldwell is involved in the appraisal of complex properties within the right-of-way of interstate highways, state and county roads, and properties to be acquired for highway construction. Qualified expert witness in Circuit Courts of Florida. He has performed appraisals in the states of Florida, Georgia and Virginia.

Arlena Dominick
Senior Acquisition / Relocation Agent

Ms. Dominick offers more than 24 years of real estate related experience with the past 17 years dedicated to right of way support services for the public and private sectors. Ms. Dominick is Project Manager for Sarasota County projects - currently acquiring right of way, permanent and temporary easements for the DeSoto Road Improvement Project, which includes review and coordination of environmental issues such as mesic hammock preservation. She recently completed the Bahia Vista Street Improvement Project, a 1.7 mile road widening with 76 parent tract properties and over 221 individual fee simple, permanent and temporary easements with a 90% settlement ratio of voluntary settlements which included coordination of settlements with four homeowner associations. Ms. Dominick recently concluded the acquisition of 21 permanent easements for clearing and snagging of Ware’s Creek Phase I, a project coordinated by Manatee County, the City of Bradenton and the Army Corp of Engineers and is acquiring fee simple acquisitions, permanent and temporary easements for Ware’s Creek Phase II. The following is a brief summary of current and completed projects.

Randall Hilton
Professional Land Surveyor

Mr. Hilton has spent the last 10 years working on projects requiring topographical data and control surveys (EFB-CAICE) for consulting firms under contract with the Florida Department of Transportation in multiple districts. He is responsible for boundary and replacement surveys, legal description, and conveyance instrument preparation. Mr. Hilton has significant experience with utility mapping and relocation surveys for Gainesville Regional Utilities.

Jon Rickenbacher
Senior Appraiser

Mr. Rickenbacher provides Real Estate Appraisal and Review in Hillsborough, Pinellas, Pasco, Hernando, and Citrus Counties. Appraisals involved heavily developed urban and rural areas. Project Manager on numerous appraisal projects for the Tampa District. Also involved with cost estimates, surplus property estimates, court preparation, and selection of contract appraisers. He is a Florida State-Certified General R.E. Appraiser Cert. (#RZ2565) with prior experience as a Senior Appraiser with Departments of Transportation in Texas and Florida.

Gerald Springstead
R/W Cost Estimator, Senior Appraiser

Mr. Springstead has more than 14 years of real estate experience with emphasis on right-of-way cost estimates, appraisals, and appraisal review. He prepares cost estimate reports for right-of-way projects and for special purpose consulting assignments. Mr. Springstead has prepared narrative commercial appraisal reports and has experience preparing appraisals for condemnation for FDOT as well as county/municipal road and utility projects. Mr. Springstead is currently serving as the in-house Cost Estimator for FDOT District II. Mr. Springstead has a Master of Arts degree from the University of Florida in Real Estate and Urban Analysis and he is a State-Certified General Appraiser RZ0002091 in the State of Florida.

Thur W. Young
Senior Acquisition / Relocation Agent

Mr. Young has over 30 years experience in the right of way acquisition industry and is a former Landman. His experience includes areas from New York to Florida in the pipeline industry and for Departments of Transportation in Virginia and Florida. Mr. Young is a licensed Florida Real Estate Salesperson and qualified as an acquisition and relocation specialist with the Florida Department of Transportation.

Dave DeRosia
Comptroller

Mr. Derosia is responsible for Accounting Management Reporting, Taxes, Investments, and set up and maintenance of the job cost Accounting System for the firm. Mr. Derosia is a former owner of accounting and bookkeeping service for 18 years specializing in the set up of accounting systems, network installations, computer training, and consulting for the firm.

Andrea Fatkin
Executive Assistant

Ms. Fatkin serves as Executive Assistant to AAG management. A graduate of the Florida State University College of Honors, Ms. Fatkin holds Bachelor’s degrees in the fields of Finance and Entrepreneurship/Small Business Management. She is proficient with Microsoft Office, including Word, Outlook, Excel, and Powerpoint. She brings to the table two years of management experience and is currently undergoing training for project assistance.

Barbara J. Fox
Office Manager, Appraisal Administrative Assistant

Ms. Fox has over 35 years experience as a Personal Secretary and an Office Manager. She is responsible for the administrative functioning of the Tampa corporate office. Ms. Fox’s duties include assisting the comptroller in monitoring timesheets for the entire organization, providing word processing support to project managers, acquisition and relocations specialist and the appraisal staff, ordering and maintaining supplies, processing outgoing mail, and any other clerical support needed. Ms. Fox also functions in the position as liaison between the medical insurance company and all personnel. In addition, Ms. Fox assists in the preparation of bid proposals by gathering information and completing forms, and compiling information about the employees being proposed and the company. Ms. Fox has taken the following courses: WordPerfect 6.1 – Intermediate, Word Perfect 6.1 – Advanced, Lotus 1-2-3 for Windows, Excel, Microsoft Word 2000 – Intermediate, Informs, Jet Forms, Letter Writing, Grammar, Effective Telephone Skills, Time Management, Sexual Harassment in the Workplace, and Violence Free Workplace.

Cynthia Mabry
Project Assistant

Ms. Mabry serves as Project Assistant to AAG acquisition and relocation agents on all projects undertaken by the firm. She is qualified by Florida Department of Transportation for RWMS data input. Ms. Mabry has over 30 years experience in administration assistance and is proficient in Microsoft Word, Excel, Power Point, Access, Project Manager and Basic SQL. Ms. Mabry is a Notary Public.

Christopher S. Scodius, SR/WA
Project Manager

Mr. Scodius has been involved in acquisition and relocation activities as an acquisition/relocation agent for the Florida Department of Transportation on projects located in Citrus, Duval, Hernando, Hillsborough, Lee, Polk, and Santa Rosa Counties.

Mr. Scodius was involved in the acquisition of parcels on four different acquisition projects while functioning as an in-house acquisition agent at the FDOT, District VII, Tampa, Florida. During the assignment he worked on projects in Citrus, Hillsborough and Pasco Counties. Mr. Scodius was also lead agent on the SR 82 acquisition project for District 1 of the FDOT. Mr. Scodius also served as lead relocation agent on this project. In addition, Mr. Scodius was the lead acquisition/relocation agent on Interstate 4 for District 1 of the FDOT.

Mr. Scodius has been working as the Assistant Project Manager for District One of the Department of Transportation on US 98 and I-4 in Polk County. Mr. Scodius is also Assistant Project Manager for District One of the Department of Transportation on Cortez Road in Manatee County. This project is located in a commercially intensive corridor with intense scheduling and complex suit preparation. Mr. Scodius is also the Assistant Project Manager for Polk County on Griffin Road. In addition, Mr. Scodius is Project Manager for the Illinois Department of Transportation District 8 on IL Route 13/15.
